I noticed the producers currently listed on the Papillon Rose OVA are exactly the same as the Hidamari Sketch series, in the course of entering credits for the latter. It immediately looked odd to me because the Papillon Rose OVA doesn't really fit into the chronology of these four producers much at all. The source provided clearly shows that the DVD case of Maiden Japan's release does have their names, but given my suspicions, it really feels like someone at "neo-ADV" copied and pasted credits from the wrong show onto this release. Japanese Wikipedia doesn't list any producers, but I tracked down the actual ending credits of the series. There is only one プロデューサー credited, 大橋浩一郎 (Kōichirō Ōhashi, who doesn't exist in ANN yet though there are a few credits for him on Allcinema), so the Maiden Japan DVD case listing is confirmed as fake (as far as OVA producers are concerned).

There is one error report currently on Shinji Tobita as Director, also citing the same DVD case which lists Yoshihiro Oda instead. Going by the listing on Wikipedia and opening credits, Tobita is the Director. The DVD case in this instance is kind of right because Yoshihiro Oda is credited, but he is the enshutsu (演出), or "Unit Director" , not the kantoku (監督).

Lastly, the cast is also inaccurate. The currently listed cast appears to be the cast of the scrapped ONA series, and the cast for the OVA (which the entry and its credits mostly reference, even if still marked as "ONA") is completely different. I suppose they should all be removed and listed as Trivia, consistent with how the cast of the never-released ADV dub of Gurren Lagann was done?

It appears Maiden Japan's English ending credits for the series still list those four false producers early on, and then later lists the actual producer...

Anyway, since I found the credits to use, I've gone ahead and fixed up the entry with what I know so far, removing the four false producers and replacing the website promo's VA cast with the actual OVA cast (while noting the former as Trivia). The ending credits don't really seem to be transcribed anywhere online, so I also went ahead and took the time to go through them, transcribe the kanji, and enter them to this entry so they would be available somewhere.

Perhaps it would be good (if possible) to change this entry from "(ONA)" to "(OAV)". The "Comment" posted clarifies the situation, but still think it would be better if the title reflected what was actually licensed and released.

They've outdone themselves this time ^^;
I was sure it was possible for us to change the format of a title but apparently I was mistaken or something has changed.

I just changed it to "OAV". Anime catgrin + sweatdrop (Hint: It's similar to changing the main title, senpai.)

I know what went wrong - I tried to change it to OVA, not OAV.
