It's probably licensed by a spanish-language company... given that Cartoon Network LA = Cartoon Network Latin America.

There are plenty of other shows dubbed into Spanish without ever touching an American company..

Red Baron, for instance, is one example:
anime#2614

Super Doll Licca Chan appears to be another. Licensing in South America doesn't affect licensing in North America, typically.

Yes, I well aware of that since I watch Univision, Telemondo and Galavision, but this is in English. I just assume if it's broadcoasted in Spanish and information about the series is mostly written in Spanish, it would only shown in Spanish. Apparently, you can watch it in both languages, which is good a thing.
