Obviously Disney was a key influence on Tezuka, but for some reason I think I recall reading somewhere that Popeye was actually his introduction to animation. Anybody know anything about this?

If you read Lost World and metropolis, it has "cameos" of Dsiney and Fleischer characters.

Correct Popeye was indeed an influence on Osamu. Regarding cameo roles you'll notice that in Metropolis [the movie] a character that looks suspiciously like Whimpy appears [the guy stamping things with the fish behind him.] Also I read in Manga! Manga! by Fredrick L Schodt that many Japanese artists were influenced by american newspaper comics translated after the war .... as for the names of these comics .... can't remember!

Yes it was, his love of bettie boop's huge eyes carved what we know today as "Manga" eyes.
