what do they mean when they refer to dvds as Hybrid dvds?

It contains both English language and Japanese subtitles. A "normal" DVD. You can tell because of the selection for "Sub-only," "Dub-only," "Raw," etc.

so then the hybird dvds do have an english dub.

Yes. As the term "hybrid" implies, it means their's a "combination" of something within the item. In this case, it means there is both a Japanese and English language track. |

I first saw the term Hybrid on Amazon, regarding DVDs with dual-audio tracks as opposed to sub- or sub-only DVDs (e.g. cardcaptors/cadcaptor sakura and sailor moon etc).

If you look at a site like Right Stuf, it lists DVDs as one of the following:
(D)- Dub Only (S)- Sub Only (Hyb)- Hybrid, aka dubbed and subbed. |
