Is it fairly common for japanese released dvd's to have english subs, or is that just a rumor?

No. A handful of R2 Japanese DVDs might have them, but I'd estimate 95% of the rest don't. They speak Japanese, so they put Japanese subs or none at all. Just like we speak English here in the States, every culture will put their own dominant language on a DVD, unless it's for the hearing impaired. Would you put Hiragana, Katakana, or Kanji on an R1 North American DVD? Probably not. That's why licensing, region coding, and all that other technical jazz is important. You could always just learn Japanese and watch them raw, but good luck finding the time.

most japanese dvds contain japanese audio and no subs of any kind. There have been a few with english subtitles but they are very rare. And even if they did I don't think you would like spending $50-60 for a 2 episode disc or $600 for that complete collection of one gundam series.

Yeah, there is no reason to put money on sub.. unfortunately for us even for the big prices I would buy a series in particular .... Monster....

"Monster" eh? 5 box sets at ¥25200 each with 15 episodes on 4 discs in each set. The whole series will amount to over $1000 Canadian very easily. Brutal.

The ratio for Blu-ray DVDs having both English subtitles or dubs is much higher. There is also the fact that Japanese Blu-ray DVDs are not too much more expensive to the already expensive standard definition DVDS. GITS Innocence has both English sub and dub which is neat since the US release doesn't have the English track.

Is that due to the way Blu-Ray regions can be "Expired" and thus there is greater incentive to make a SKU marketable in multiple geographic locations?
