They're going to start it off with an "Episode 0" recap of the entire first manga. I imagine these characters are going to show up for half a minute and say one line, so it's not really worth it hiring additional VAs.

I don't have any problems when a VA voices more than one character in the same show, as long as they try to differentiate their voices, though I think it's pretty uncommon in anime, at least when it comes to voicing major characters, I know sometimes seiyū do voice some minor or background characters aside from voicing important ones. I'd say the custom of a VA voicing more than one character is more prevalent in U.S cartoon voice acting, a good example would be The Simpsons, though it's something that tends to get changed in some foreign dubs, here in Latin America, The Simpsons' Spanish dub tends to give each major character a unique VA, there are some exceptions, but even some studios don't like that a VA voices more than one character. However, it was much more common in the past, Saint Seiya's LA Spanish dub is a famous example of a dub with many repeated voices for major characters. It's not very common these days, but one of the most infamous modern examples would be My Hero Academia's Spanish dub, there are some VAs that voice up to five major characters, for example, Rómulo Bernal (who is also the ADR director) voices both Bakugo and Shigaraki, and 8 more characters, I think part of the problem is the fact that the series is dubbed in Miami, where there are not as many VAs compared to other Latin American regions

It's likely the English dub won't sound as good.
