At this point I’ll just throw my money at whatever Kunihiko Ikuhara does in hopes that one day he’ll recapture the magic that is Utena.

I liked Penguindrum way more than Utena. The characters were more interesting.
Well, except Utena had a more interesting main villain.
I'll probably get Penguindrum movies on Blu-Ray. I'm currently rewatching the TV series to review for a video and man, does it need a new English dub. Like I've said, Emily Neves and Monica Rial carried that thing. I wonder if the movies will have returning cast.

and you will still not get anything new from him since money isn't what will give you what you want lol.

As long as I've been an anime fan, I have never understood the purpose of your standard series recap movie that dangles a few minutes' worth of disposable "new footage" as its only real selling point. There are a rare few examples out there like the Escaflowne movie that remix the series in some notable way, but the vast majority wind up like these apparently did and only serve as reminders as to why you'd be much better off rewatching the original version instead.

Rahxpehon was like that as well as Escaflowne was.

Rahxpehon was like that as well as Escaflowne was. |
I figure the obvious example would be what Ikuhara himself did with Adolescence of Utena.

Absolutely. That's why it's all the more disappointing to hear that these are just compressed versions of the series.

I actually watched the Utena movie before I finished the series, I was so disappointed when no one in the tv series turned into a car. :*(

So how much new footage is there roughly? Because it seems like there is little reason for this to even exist, at least most other recap Movies either add in enough new content, shorten stories that were too long or do a retelling.
It seems like the only interesting part could be a new dub, unless they are also recycling audio.

They're less relevant now in the age of streaming where you can watch the original shows in full quite easily, but it's worth remembering that in general media prices in Japan are quite expensive. If you were looking to buy a full anime series on blu ray, you'd be looking at several hundred dollars at least.
Back in the day when home video was rare, doing something like the original Gundam trilogy made a lot of sense. These days as said, it is easier to watch a full show in Japan, but I can understand some practical reasons why the industry tend to do compilation films.

There have been some rumors floating around that the recap movies were mostly meant to raise some funds for a different project; that would also explain why they didn't put that much effort into doing something different with it. I don't know if this is actually the case, but if it is, sure, I'll take it. I want more Ikuhara in my life.

It also made a lot of sense in case with the original Gundam because the movies vastly improved on its pacing and trimmed a lot of fat and filler that didn't add much value to the story. Many fans of the series agree that coupled with the Origins OVA it's just a better experience overall unless you're a completionist (which, in context of Gundam, might be a synonym for "masochist" for multiple reasons).
The truly egregious examples, on the other hand, are the Initial D recaps, whose producers went so far as to make a recap of other recaps. Now that is some next-level IP milking.

Those Legend movies were a remake of First Stage, not exactly a "recap" as they were produced at new studios (different from the original stages) with a new Japanese voice cast and a rock soundtrack.
In the case of Battle Digest, it's no different from the first three Battle Stage OVAs (except this has voice acting unlike Battle Stage 3) plus they fixed the music problem and brought back the Eurobeat with a new soundtrack.
The disc release packaging also came with a sticker promoting MF Ghost with a 2023 date so that anime had been in production for a while and this was to promote it.
