I feel I ought to mention that Honoka Inoue already made her debut in episode 4 with more appearances since then. The only reason I can think of for why she only just got a press announcement is because this marks her first appearance besides as a storyteller/narrator. This kind of late announcement has only happened once before with this series, and probably won't happen again this season.

Or cause of Netfilx's s*it like last time where they announced charas that already appeared

They probably will make a formal announcement later for Amira as well.

Speaking of the actors, it's clearly no coincidence that Kikuko Inoue's daughter was cast as Xiaomei, given who Kikuko herself plays here. It's a nice little touch to their connection in the story. That aside, I imagined a different, more mature sounding voice for Xiaomei, but I've adjusted to Honoka's take, like she's a girl who's wise beyond all the years she could ever hope to live. I just hope she'll give enough contrast for the, uh, other facet of her personality. It'll be...interesting to hear.
The casting for Drakken, meanwhile, is something I've been anticipating for a long time, because I knew there'd be a wait between his on-screen debut and his first line. My original idea was someone with a smoother and more resonant voice, but now I'm having a hard time picturing anyone besides Kusunoki. Drakken's the kind of villain who's as much at home in a fancy suite as he is in a grungy back alley, and his voice combines deepness and roughnes that's just about perfect for that. If he does as well as I hope he does, I'll be seriously let down if this never gets a second season to cover the real juicy stuff with him.

Netflix doesn't go this up to date. This announcement is from the Japanese PR team, the people who don't pretend these episodes aren't airing yet.

Her next appearance is already this week, and the season will end before she does anything else. If she's getting an announcement, she would've gotten it weeks ago.
Xiaomei is different; this announcement marks her shift from a Greek chorus observer to an active, in-story entity. As for Labilia, hers gives the impression that she's a notable character, but not so notable that she should be announced before characters like Witch and Justice, and leans into the idea that everything before Episode 7 really is one big prologue.
