Just looks like a hoodie to me. Is parker instead of parka a British thing or something? Either way, it doesn't look insulated enough to be one. Nice design. I'd skip the hat though...

This hat seems like it would make a nice quick and easy cosplay item to use for an anime con.

No. The item of clothing isn't known as "parker" anywhere in the world AFAIK, but Google Web Translate translates the page as

And yeah, it's neither fur-lined nor fur-trimmed, so it's not a parka, which Boogiepop doesn't wear, anyway. It's just a hoodie, which Boogiepop also doesn't wear. Cosplayers might like the hat, but it's pricey at $45.

If you google "parker coat" and tell it you don't mean "parka coat" it turns up a number of websites selling "parker coats," and even a pattern for sewing one. However, the coats pictured range from hoodies to parkas and even greatcoats, so apparently no one really knows what a parker coat is. It may be a conflation of parka and the designer brand Parker or something. ¯\_(ツ)_/¯

Meh call it whatever you like, the fact it's unisex means it won't fit right for men like virtually everything else unisex. Which sucks as I really like the design of the top (whatever we're calling it) even if it's her actual outfit.
