How come bleach never become #1 in japan?

why? is it because naruto is much better manga than bleach all the time?

You really need to define your question more specifically. What do you mean by #1, and where is your information coming from? Popularity polls? Single volume sales? Series or average volume sales?

Maybe because not everyone in Japan likes Bleach or at least enough for it to be "#1." There is an awful lot out there.
