Weird that Funi outsourced the recording to the LA talent pool. Even though there are a lot of liberals in Texas, Funi falling under the Bible Belt part of the USA could be a factor. While I will watch this series, the more explicit light novel series I will not follow.

Since Funi has dubbed things WAY raunchier than New Devil (most notably Panty & Stocking and High School DxD. Hell, Seven Mortal Sins and Valkyrie Drive Mermaid came out THIS YEAR alone) I HIGHLY doubt being in the "bible belt" is the case.
It was probably due to cost. Outsourcing it to another studio is probably much cheaper than doing it in house since they are doing more simuldubs.

Punch Drunk Marc, I think this anime is closer to anime porn than the various DxD series as the lead guy actually has sex with some of the girls.

It is most certainly not this, Funi has never had problems pushing heavy fan-service and borderline hentai, as someone else mentioned Valkyrie drive mermaid came out this year and that's close to Yuri Hentai.
Not to mention that Funi used to host Con panels called Funimation's Peep show which was all raunchy 18+ fanservice show clips and announcements. Also Funi's cast of actors pretty progressive, you can look to twitter to see that. Most either seperate their dubbing profession from personal stuff or just don't care.

Have you seen this show? It's way, way more lewd than DxD and P&S. It goes about as far as you can go without actual penetration.
I've always been surprised at how this show never got much of any fandom is compared to DxD. The erotic content (assuming that's what people watch DxD for) is way more intense in Testament. And it's not like the superpower battles are all that terrible either.

Again, Funimation has dubbed plenty of shows that feature characters actually having sex. I'm pretty sure Panty got laid in literally every single episode. Multiple times, even.

This dub may've been in production since before their partnership, which would explain the LA cast, similar to the Mob Psycho 100 and Berserk 2016 dubs. I seriously doubt a show like this would be "too raunchy" for FUNimation to dub themselves.

Believe it or not, some hentai were dubbed in L.A. back in the day. You'd be shocked to know some of the actors who you can find in hentai dubs. (And no, I'm not going to say just who out of respect for their privacy)

Which is why i also cited Seven Mortal Sins and Valkyrie Drive. Even barring that Fujiko Mine had a couple of sex scenes (iirc Fujiko and Zenigata were smashing in one of the early episodes), Future Diary had a sex scene near the end, and Rumbling Hearts (which is one of their earliest shows) had a couple explicit scenes.
And how could we forget about Rin - Daughters of Mnemosyne? Not only did that show have a sex scene nearly every episode there was even a flat out orgy in the second half! The point I'm trying to make is that Funi has dubbed way more explicit shows than this one so I doubt that they would start to get prudish now.

Those are fun panels btw. I've been to 2. I'm sure that surprises no one. Honestly...those panels along with the Craziest Anime Deaths & Dubs That Time Forgot panels are probably the panels I've had the most fun at. Nothing like T&A with some excessive violence to make a con enjoyable.

I assume you mean the Funi Peep Show panels? If so it's a mix mostly of previews and Q&A. However, at one I went to they also did live tweets with give aways. Funny tweets got prizes. Aniplex actually did something similar at one of their panels too. At the Funi one they also had a guess the boobs segment. That should be pretty self explanatory.
As for the other 2...at the Dubs one Mike Toole shows many examples of just truly wonderful dubs (that is sarcasm) that will warm your heart. Or melt your brain. And at the Anime Deatsh panel...it's just that. a slide show of some of the craziest and weirdest/most awesome deaths in anime. Old and new. Part of what makes the panels more fun is the audience really gets into them as well.

So they're going to get all this A grade talent from LA, get Wendee Lee in the director's chair, and then put them on a show like this? I don't think I've ever seen a more extreme example of a cast being way too good for the show they're dubbing.
And here I was thinking Xanthe Huynh was above this kind of stuff by now after all the amazing lead roles she's gotten recently. I mean, she was a lead character in Persona 5! Ah well, I don't blame her. Voice acting's a tough career I guess. I mean... Johnny Yong Bosch, Wendee Lee and Laura Bailey were in Dokuro-chan years after they got their big break so I guess no one in the anime business is ever 'above' being in trashy shows.
If I were a voice actor in their position I'd probably do the same.

No, no it's not. It's not even close to being a factor.
Funimation has dubbed more ecchi shows than ANYONE else. Period. That includes shows much raunchier than this as well as High School DxD, a series that got banned in New Zealand because it "reinforced the notion that young persons are sexually desirable and available". And they dubbed not one, not two, but THREE seasons of that show while heavily promoting it in the process.
Not to mention the show is still associated with Funimation so... y'know. They ain't doing a great job of distancing themselves.
