At the moment, the encylopedia has Pocket Monsters: Diamond & Pearl as being just related to Pokemon (TV).

There's a specific relationship that should be noted. It's actually the sequel to Pokemon Advance (TV) since that show is ending in Japan.

To fill the time slot left by Pokemon Advance, yes. However, does the story continue focusing on the same group of characters? As far as I can tell it's more like a spinoff -- same universe, different characters.

Well, actually. It's been confirmed that Satoshi (Ash) is going to be a central character for the D/P anime, so it is mearly a continuation of the original series
