Why is Ef a tale of memories/melodies rated TV-MA?

I was looking at the box screenshots on amazon.com and noticed
that there was a rating on the back; tv-ma. My question is why
does this series have this rating; does the content deserve it, or
is it for some other reason like marketing?

Any answers to this mystery would be appreciated.

Doesn't a single solitary nipple basically guarantee that rating? I know for film it's more lenient, but not for TV ratings.

But Neon Genesis Evangelion and a lot of similar shows are rated
tv-14.

There's not a lot of consistency in those ratings so I wouldn’t think too hard about it. In this case however the rating is probably due to spoiler[a couple of sex scenes.]

Yup, from what I've remembered there was spoiler[some sex or at least implied sex scenes in the series.]

Yet Rumbling Hearts got a TV-14 while having spoiler[some onscreen sex scenes and even occasions of frontal nudity with drawn nipples] whereas Ef's spoiler[were implied from what I recall and implied scenes are A-OK with the TV-14 rating]? Inconsistent much with delivery of TV ratings?

They may be using TV ratings but I believe the ratings are self imposed by the companies themselves. What Funi deems TV-14 Sentai may rate TV-MA. Of course it's not like there's consistency even within a single company either. Kiddy Grade has one brief scene with exposed nipples and that's rated TV-PG. Go figure.
