Do you rate and/or review anime you start but do not finish? Why/why not?
EDIT: I've been told to give my opinion, so here it is:
I both rate and review anime I don't finish. In my reviews, I first write how many episodes I've watched, in order to inform anyone that might actually read that review besides myself that I'm reviewing a show based on watching a partial amount of the anime, rather than the anime in its entirety. As with other reviews of anime I write, I write a quick spoiler-free summary of the show, the major reasons why I rated the anime how I did, and, for the "Will Not Finish" anime, why I don't want to continue watching that show. I usually watch four or five episodes before I make a decision as to whether I'll continue with a show or not.
I rate and review anime I haven't finished watching because my impressions of watching part of a show that failed to engage my interest are entirely valid when providing aggregated ratings for a show, and it provides me with notes should a discussion of the anime come up in the forums and I wish to discuss my opinions of said show.

Usually yes in both cases. Maybe not "review" but leave my comment.
The fact I didn't finish the series doesn't mean that's bad at all. I think I can divide quality issues and my personal tastes and judge with one makes me stop the series. Not all series in my "dropped" section has low rating- for example I do appreciate Berserk manga, but it's mood and tone is too heavy for my tastes.
And sometimes I drop anime series, because I have no hope for fansubs or available release in human language I've been waiting 3 years for Galaxy Express 999 series and 2 years for Les Miserables. Here I usually don't comment, because I strongly hope I will have a chance to see that.

Yeah, even if I didn't finish it I still have an opinion on it so I would leave the rating. I don't believe in reviews though so I don't do that for anything regardless of whether I finished it or not.

Well, I might. If I drop an anime after few episodes, I don't even add it to "Will not finish". Only if I try really hard to like an anime and still just can't enjoy it, I'll add it to "Will not finish" and rate it.
I've tried watching Wolf's Rain 3 times and Ergo Proxy twice. I've managed to get half way through with both of them. So much time had always passed since my last attempt, so I always had to start watching from the beginning again. I always got an episode or two further than last time before dropping that anime again. Now I've given up on those two, I just can't enjoy them.

Only in rare cases.
Normally I don't want to rate something that I haven't finished because how the story ends can have a huge impact on how I view the series as a whole. For instance, some series may seem to be composed of unrelated events for the entire first 3/4, only to have everything come together at the very end in a way that reveals hidden depths in the beginning portions. In such a case someone who only watched the first half is going to have a completely different (and, frankly, less defensible) opinion than someone who completed the series. That makes me incredibly wary of rating things that I haven't finished.
The only exception that I've made so far is Kurozuka, which was so incredibly, horribly written and executed that the thought of having to finish the series made me sick to my stomach. The 8 or 9 episodes I watched were so abominable that even the most incredible ending known to man wouldn't have been able to salvage that train-wreck.

No and yes. If I simply watch an episode or two and then drop it for whatever reason, I don't give a rating because it's not enough to make a sound judgement. There are plenty who have a slow start but then pick up the pace so giving a rating on just 1 or 2 episodes feels a bit unfair for me. On the other hand, I do add a rating to shows I watch more than half of and of course the long and on going ones like One Piece. After 507 episodes, I think I got a good sense of the quality of the show which is a 10 in my book.

I only rate a "Will Not Finish" if either I watched it for a long enough time, or if it made a really strong impression on me (this is the same for Anime I have yet to finish).
If I label something "Will Not Finish", it means that something about it really turned me off. This doesn't always mean I think that the anime is objectively bad, but that it's just not something I want to see anymore. So, there are a few times when I have labelled something as "Will Not Finish" but still given it a relatively decent rating, but that's pretty rare.

No, not usually. I've only done that to three shows: Naruto, Bleach and Yamato Nadeshiko Shichi Henge. The first two are because I watched over 200 episodes of both of them, so I believe that is a reasonable amount to draw conclusions.
As for Yamato Nadeshiko Shichi Henge. I can't quite say what made it such an insufferable watch for me especially since I do have high tolerance (even watched all Steel Angel Kurumi seasons). I only got around 5 episodes and was annoyed by the way too forced comedy and overused SD. Yeah, let's draw the main character in SD for 90% of the time, really funny.
I rated and commented on that show, because I couldn't see it going anywhere and I really believe there is nothing that makes it stand out among better shoujo comedies. I usually avoid making idiotic predictions like "just the usual/not the usual" + random genre statements that are common among anime fans.

Yes and yes.
First of all, I am an extremely opinionated person, so I'm always ready to share my thoughts As to another reason I rate or review the anime? To keep myself updated. I want to remember why I didn't finish the show or why I didn't care for it.
The majority of anime under my "Will not finish" tab I have viewed around six to twelve episodes of. My feeling is that after six episodes if the show is going to impress "something" upon me, it should do so by then. If not, then I'll drop it. There are only a couple of shows that I've only watched the first episode. Those anime fall under "Rubbed me the wrong way immediately" category. Yes, I still rate and review them, because I can.

I usually put stuff in will not finish for a couple of reasons:
1. The series didn't interest me or I found it personally boring. I usually don't rate or comment on these series. Something like cute girls doing cute things series tend to fall here for me.
2. Series that maybe are very old or dated that I can't quite get into. I usually don't rate or comment on these. An example of this would be Star Blazers (Space Battleship Yamato) and other shows which I remember seeing as a kid on TV. When I was a kid I thought they were cool and so different than normal cartoons. I'm pretty sure I didn't see every single episode, but when I tried to go back and see some of this stuff out of feeling nostalgic I found I really couldn't get into it and did not want to commit myself to watching all those episodes again.
3. A series that rubbed me the wrong way or I absolutely detested for some reason. I usually give most shows 3 episodes to hook me in some way, but if you go beyond boring (which I don't rate) and actually turn me off or worse get me ticked off then I have no problem leaving a rating or comment. I don't think I should abuse myself with a bad show for the hope or possibility that somehow it will turn out fantastic in the end. My time is precious and if the content isn't interesting enough to keep me going beyond 3-4 episodes (and interesting can mean many different things) then the show has failed and should be graded.

I seem to have given a few series that I saw substantial portions of, but never finished, ratings, but I don't apply much principal to it. Most of the series in that category are things that were aired on television I missed parts of. I seem to have given opinions about most of those. A few are shows that I watched on Nickelodeon when I was child, which I don't feel it makes sense to have an opinion about. I'm not very worried either as I imagine that the encyclopedia's rating system adjusts in some way for scores assigned without having seen all of something.

Well, if I just happen catch an episode or two of something then I usually don't even bother putting it on my list. If I'm serious about seeing a show though and it's bad enough that I don't finish it then I usually have a good reason why I don't like it. Hence, I do rate it. I'll pretty much always stick with a show for at least four episodes (more if the show is at least tolerable). I think you can generally come to a decent conclusion about a show at that point.
