Oh man, they're bringing back those two police/swat girls from the first season,the tall-ish one, and the shorter one with glasses.
Thank god, because they made such an impact on me in the last season. Hell they where in the opening last season, they must have been important

They helped sell yuri doujinshi's at comiket. So in short yes they do serve a purpose.

I haven't seen the first season of the anime yet (Now that FUNimation has picked it up, I'm waiting for a UK license...come on MVM, be cool), however I have read the manga, so hopefully I won't be too left in the dark when watching this.

Railgun/Index is one of the biggest franchises out there. Any attractive character will get doujins when it comes to a franchise with that much popularity.
