Please, don't type all in CAPS, it makes you look like an ignoramus.
As far as I know, no plans have been announced for a British version of Shonen Jump at this time.
With its new "global focus" Viz will probably try to bring SJ to the UK themselves at some time in the near future. They'd need Shueisha's okay for this obviously... This is speculation on my part.

I imagine Shonen Jump's Japanese circulation is 3,200,000, not 32,000,000.

Oh, great, let's see how much it'll take to get to the south. Oh, don't tell me yet. That means years, right? -_- Anyways, at least I'm glad for the norwegians. But, why Norway? Why not UK? Why not Finland? Why not Denmark? etc...Any specifical reason for that?

because some company in norway thought they could make money off of it.
Remember, it isn't arbitrarily being introduced to countries, someone buys the rights to publish in that country and establishes a group to translate, write, market, etc. The UK probably has a higher licence cost than what the market can support right now.

You can get the US version of SJ in the UK from your local specialist Comic shop
At least, that's where I get mine, along with Newtype US, and a load of Manga (including Viz titles).
I wish that Viz would get it's (international) act together, as they're the only publisher I have any real problems obtaining.
