the problem is that many characters in mainstream anime are under 18.
Not all of them are overtly sexualized;
obviously "Dance in the Vampire bund" and such will take a hit...
...but what about like, "Evangelion" and stuff; where there's no OVERT sex between the actual teenagers?
Well, so long as the Judean People's Front (DPJ) is in power, they'll keep the People's Front of Judea (LDP) from passing this.

The way the law is written, it would be banned. There's a very good reason why their is such a huge uproar for this ban.
But hey, who needs freedom when you can protect the (fictional) children?

As is customary in Japan, they have to deliberate on a panel to form a committee to discuss the advisors to test a hypothesis to develop a consensus to vote on the possibility of whether to decide to go on. Anything to keep the wa.

Ironically, the way the bill is written, lolicon would not be banned, as long as you kept minors from buying it; The ban is not on production, but on its distribution to minors. But since it's a ban on distribution of anything remotely sexual involving under eighteens, it's far more damaging to the mainstream anime and manga industries than any hentai anime/game/manga producer.
It's no surprise that so many mainstream creators came out against the bill; They were the targets.

Evangelion references sex because sexuality is an inherent component of the human nature and, consequently, of the human psyche.
I too was shocked by the opening scene of End of Evangelion (you know, the one in the hospital, with a comatose Asuka), but it made sense. As did that scene where Asuka is demanding that she be considered a viable sexual partner. It's awkward, of course, but let's face it: in a series about people with severe psychological distress, sex was bound to make its appearance, in a broken, non-glamorous way.

Ha! Love the new way of referring to this idiotic bill. Reminder to everyone: this isn't just against porn with underage characters, this is anything that might be deemed "sexually provocative" with characters that might be 18 or under, irregardless of whether it's important to the plot or whether the piece (be it anime, manga, or video game) has artistic merit. This law is so vague it could potentially hit almost everything.

As much as I dislike this bill, it strikes me that anything to stop anime companies producing moeshit by the truckload could be a good thing.
Either way, I hope it never passes.

But DOES it do harm? People are going to have urges towards unacceptable things regardless of what media is available to them, so better for them to have a fictional outlet than demanding that they only have reality to turn to. Can you imagine what would happen if all those otaku shut-ins suddenly had all their H-games and body pillows and model kits taken away from them? Let them stay in their rooms masturbating to Azumanga Daioh where they aren't actually hurting anyone real.

How about this?
Instead of proposing 'virtual CP ban', why not ban Doujin in Japan altogether and strengthen intellectual property/copyrights? I think manga business interests in japan would be A-OK for banning it because it will be kill 2 birds with 1 stone.
By banning doijin and strengthening intellectual property/copyrights, you'll see less obscene depictions of g-rated characters (like those in Hanamaru Kindergarten for example) and it should give the author/publisher the right to go after and sue those for unauthorized use of intellectual property. Aren't some manga-ka's in Japan already weary of seeing their G-rated, innocent characters and story being peverted repeatedly and sold in comikets?

Many, many professional manga artists get their start and developed their skills through the doujinshi scene (including drawing erotic doujinshi), and see its existence as beneficial to the industry. You're basically suggesting that they "kill their successors", which is not a good long-term strategy.

So your solution that permits commercial authors to continue to acknowledge teen sexuality in works marketed to minors... Is to ban all non-commercial works? How does that follow?

Hmm, Shinji was shown wanking over the German girl. That would be enough to get a ban. Besides the many times said German girl was shown in, well, sensual scenes, and even Rei as she walks out of her bathroom... and what's there to stop this bill from considering that penguin's owner "young"?
... My god. Hentai is gonna be composed by white haired bended-spine ladies if this bill comes through. So, at last the pharmaceutic companies get what they want, Viagra introduced into the fictional realm. So long Pizza Hut.
