Tachicomas fit so many of the "requirements" of being a mascot. Cute voice, acting silly, aren't human, etc.

Yes, AI can have voices and Personalities. Robby the Robot, Hal 9000, KITT, etc. Now if an AI like KITT was gosh darn adorable, I might call it a mascot.

Also, a mascot doesn't have to be useless. You can be cute and cuddly, then transform into a stronger creature, or exhibit great power.

Nyanko sensei from Natsume Yujinchou (am I spelling that right?) is a mascot, but also very powerful.

Oh yay, Midvalley the Hornfreak got mentioned! I've always loved him, but I am a saxophonist, so what can I say?

Although I do have to say I much prefer his manga appearance with the baritone saxophone, instead.
