She hasn't been named yet in the anime from what I recall but this is Cui Yifei, leader of the Bao Feng platoon, from Muv Luv Alternative: Total Eclipse.

One could argue that names that have not appeared yet in the anime should not be required. This is the anime character guessing game, not the light novel/visual novel/manga/pachinko game/takarazuka character guessing game.

Even then it's a simple matter of recognising her voice (granted you actually watch the show) and looking it up on the ANN page. Just requires a bit of extra work, that's all. She's still a character in this anime.
