What skipped episodes? Did they not just do this for the 1st season? Is not battle city pretty much the 2nd season? I could be wrong but I dont think they skipped episodes. If they did then what episodes did they skip?

I don't think the goal of this remaster is to be a Dragon Ball Kai. For starters, the base Yu-Gi-Oh! Duel Monsters adaptation skipped the first six volumes of the manga to get to Duelist Kingdom. While the same can be said for Kai, at least the storyline starring a young Goku can be seen in a relatively filler-free anime. The same isn't true for the King of Games.
The Duelist Kingdom arc took 42 episodes in the original anime and 74 chapters in the manga. For them to have moved on to Battle City by April after a February start, they have to be skipping huge swaths of episodes.
It seems this is actually a "Best of" refresher course (or intro for those too young to have seen the original) for the upcoming movie and nothing more.

Isn't the original YGO and old digipaint show?
I don't see how an "HD Remaster" would be an improvement here.

Battle City is supposedly airing late at night while Duelist Kingdom is still airing in the morning.

I thought this was just a remaster of the show so they can later put it into a blu ray box for a ridiculous price -- I had no idea they were skipping episodes and cutting content out

This was how the remaster was advertised when it was announced:
"The remastered edition will air next year and will rerun certain famous battles such as Joey vs. Marik and Yugi vs. Kaiba. The Yu-Gi-Oh! Duel Monsters 20th Remaster is set to premiere on February 7, 2015 on TV Tokyo at 7:40am in Japan."
Now that Battle City is airing in April, this is not surprising. Though, they may still continue to air Duelist kingdom in the morning while also airing Battle City late at night. We'll find out soon.

Agree with Primus. Biggest problem is it's a cropped/zoomed broadcasting. Makes the whole thing pointless. Though considering ARC-V is the hot thing right now, I doubt they care all that much about Duel Mosters anymore and are just going through the motions with this 'remastering'. Just stick with the R2 DVD rip fansubs.

Ditto. These digipaint "HD" remasters hardly ever look good.

technically there was an uncut re-dub with the same voices as the 4kids version, the problem is that it didn't sell well
