It also noted that the Blu-ray releases of My Neighbour Totoro, Laputa: Castle in the Sky, and other Miyazaki or Studio Ghibli films besides Ponyo have not been released on Blu-ray in the United States yet
Or anywhere else in the world, for that matter. The only other Miyazaki-directed film available anywhere on BD is The Castle of Cagliostro, but unlike the JP release of Nausicaa it does not include English subtitles or a dub.

The question is whether or not these releases will contain the uncompressed Japanese audio track. Did the previous releases of Ponyo retain it, unlike the US release?

Yes, only the English track was uncompressed on the R1 Ponyo release. Which is ridiculous, since there's plenty of room to have both tracks uncompressed. I fear that this is being done as a measure to prevent reverse importation.
