Oh, true enough. This just means that, in Okayama Prefecture, the manga will be sold on the OTHER side of the white line in convenience stores. Not really a big deal in the long run, but I'm glad to see some places in Japan are starting to take responsibility for this stuff.

Well it is good to keep inappropriate material out of youngsters hands... but calling it harmful seems a bit... unworthy. Its just not intended for young viewers. You know. I wonder how many other prefectures have labeled books 'harmful'

BL and Ero shojo were banned from libraries in a prefecture for a while I believe.

There are some series in Young Animal that really make an adult magazine. Futari Ecchi for one, and then there's also Spider Sniper, not to mention Berserk. Although that is currently not running right, but these series along with others help to bring popularity to the magazine. Okayama seems like a conservative prefecture from what I've been reading about it.

Tosho is a general term that can refer to all books, booklets, and magazines.

Because I've read and watched Futari Ecchi, I can safely say the series is anything but harmful. Instead the manga is more educational and informative than harmful. If this series will educate readers and possibly persuade them into thinking twice, then isn't it worth it?
I can't speak for any of the other manga, but I can speak for Futari Ecchi. It may be "harmful", but it is educational.

Although it is listed as an adults only title in the encyclopedia.

Well, the whole magazine is judged, not just a particular content that happened to be in it. Y'know, many of Playboy's reknowned articles are educational too.
