It was relegated to Netflix while Viz didn't even bother doing to bare minimum of putting Nisei on their app (much less provide the original) to try and garner attention. Of course it was doomed to obscurity.
Also this article seemingly treats Yudetamago as a singular person, and not a creative duo of which writer Takashi Shimada is the one being discussed.

Someone tell him that they should have rebooted the whole thing, and make a modern adaptation from the start, instead of doing a sequel / semi reboot something.
Most people won't go out of their way to watch old anime.
And even then Kinnikuman just isn't something that a lot of people outside Japan will be crazy about.

I don't think Netflix releasing it sub only helped the show any since it's the kind of show a dub would make it more appealing to younger and casual fans.

I was upset too that nobody was watching it. But the vast majority of the series is unavailable out here, the release was sub only which limits the audience (and this is coming from someone who prefers subs), and it was only on Netflix. I think a proper reboot would’ve significantly increased the show’s popularity.

Would have helped if the older series was easily available somewhere. It's tough starting a new show which is based on an older one which many people don't know about.

The reason is for its unpopularity is no big surprise, and not a reflection of its quality: It's the sequel to a show that was only modestly popular in the west 20 years ago, and which aired here under a different name. Most people who remember Ultimate Muscle probably have no idea that Kinnikuman is part of the same franchise, and the fact that it's a sequel creates a barrier to entry for new viewers, especially since none of the previous series are available legally in the west.

no dub
money could have been spent on a reboot with said issues fixed

Actually it's the sequel to the original Kinnikuman while Nisei/Ultimate Muscle is set after that.
