Possible rights issue with the dub, or is Disney not bothered.

One produced by Bandai and one produced by Manga Entertainment. I think there might be a third dub as well.

Yes, there seems to have been a dub featuring a pre-Breaking Bad Bryan Cranston, and Richard Epcar.

This is only for the last episode because when Manga initially dubbed it there was a rights issue over the music so for the last episode they had to redo the score from scratch for the dub. Bandai later commissioned a redub with the original score and a new cast for the last episode now with David Hayter as Isamu. The first three episodes only have one dub and there is no third dub. It's likely a licensing issue why the dub isn't on Disney+ because Anime Limited was restricted to only having the dub on their ultimate edition release.
