How did we end up with 19 user ratings for an anime that was never actually made?

Because people mistook it as Ninja Resurrection (OAV). This sort of things happens a lot, such as Ah! My Goddess (TV) had lots of votes before it ever started, for people mistook it as the OAV. The issue had been mentioned here and here.

I see. I take it there's no way of "locking" anime that are pre-production to stop people rating them?

Does it really matter? The way I look at it the ratings system is already often abused and manipulated anyway so you can't put too much stock in it to begin with. In this case it's actually less of a problem since you automatically know it's false. I mean, it wouldn't hurt but it seems like a bit of a non-issue to me. |

Not to any great extent, no. But while I may just be being anally retentive, I can't help thinking that once a problem has been identified with an ongoing project like the Anime Encyclopedia, it can't hurt to fix it and prevent it happening in the future. |

Actually I kinda like it that way. We record when votes are cast; so if the vote is cast before the anime aired for the first time then we pretty much know that user has no clue and we can lower his/her "trust ratio" accordingly.
