This is only one part of a larger Pokemon event. This is the first time the Pokemon World Championships are being held in Japan and a bunch of events are being held around the same time to celebrate. There are also stage shows, parades and even a cruise ship.

I wonder if this is a precursor to Pokémon getting their own permanent amusement park. I know there was a small one that shut down but if one opened up nowadays…
