Maybe they have already licensed the original (maybe they acquired the licenses for both the original and the sequel at the same time), but the retranslation of the original isn’t at a point where they can announce that they’ve acquired it yet!

That would make sense. Here's hoping they do put out the PMMM manga eventually. It'd make a lot of shoujo fans happy, especially since the old release of it is out of print.

I'll add my confusion to the table as well.
I'm one of the lucky few to own a set of the original Mermaid Melody manga in English, so it's nice that I'll be able to see the next bit of the story... but it still seems an odd choice to license a sequel for a niche series that's been out of print for like 15 years while not making the original available too. Particularly when the anime adaptation has never been licensed in English and could be used as justification.
