Round 3 Bracket B:
B1 Levi Ackerman (Attack on Titan) vs. B24 Motoko Kusanagi (Ghost in the Shell)
I have to agree with the majority here, Motoko is supremely competent, but Levi has the more badass attitude.
B3 Spike Spiegel (Cowboy Bebop) vs. B17 Father Anderson (Hellsing)
Spike, while cool, just doesn't seem like that exceptional of a character to me in terms of his ability to kick ass or his swagger. Sure he's no slouch but he's no standout either, IMHO. I'd call him more cool than I would badass. Anderson may be a bit over the top but in my mind there's no question he's the more badass of the two.
B4 Revy (Black Lagoon) vs. B5 Roy Mustang (Fullmetal Alchemist)
Revy seems to act badass a lot more often than Roy.
B10 Vegeta (Dragonball franchise) vs. B9 Hiko Seijuro (Kenshin)
Vegeta is not only the more powerful of the two, but he has by far more snarky attitude as well. Seijuro has an aura about him too but it's not the same in-your-face machismo as you get with Vegeta.
Runner's Up Bracket 1C:
A31 Busujima (Psycho Driver) vs. C29 Rally Vincent (Gunsmith Cats) At first I thought this was a no-brainer and Rally would get my vote easily. She's by far my favorite character of the two. But the more I think about it the more I think Busujima deserves this win. He's by far the more skilled of the two characters. Rally can shoot, she's got an amazing car, and some of the time she puts on the attitude, but that's really about it. Busujima is full of himself nearly all the time, and his talents aren't limited to just weapons or fighting. And while I'd take Rally's over his any day, he's got a pretty slick car too. And there's the whole psychic powers thing.
D7 Gennousuke Kouga (Basalisk) vs. A17 Reiner Braun (Attack on Titan)
Pretty much anything you can say about Reiner you can say about Gennosuke too, and then some.
B32 Brandon Heat / Beyond the Grave (Gungrave) vs. B18 Leone (Akame ga Kill)
As much as I like Leone I just get more of a Badass vibe from Brandon.
A22 Isaac Netero (Hunter x Hunter) vs. B14 Shinobu Kocho (Demon Slayer)
D2 Jiraiya (Naruto) vs. B8 Archer(Emiya) (Fate franchise)
Archer has more of a "competent take care of business" sort of vibe. Jiraiya has that ancient-master vibe going on; I feel the latter is a lot more badass than the former.
B29 Gon Freaks (Hunter X Hunter) vs. C11 Lind (Oh My Goddess)
As I've said many times now I just don't see Gon as much of a badass. Yeah he has his moments but most of the time he's a plucky little kid.

I almost missed this this week! Getting it in under the wire, and voting my heart even if it disagrees with everyone else.
Round 3 Bracket B:
B1 Levi Ackerman (Attack on Titan) vs. B24 Motoko Kusanagi (Ghost in the Shell)
Hardest matchup in the main game, both well deserving, but Levi just edges out the Major
B3 Spike Spiegel (Cowboy Bebop) vs. B17 Father Anderson (Hellsing)
Yeah, yeah, Father Anderson is great, but up against Spike I can't possible vote for him. Spike wins for me in this matchup.
B4 Revy (Black Lagoon) vs. B5 Roy Mustang (Fullmetal Alchemist)
Both great, but BL over FMA I guess. Honestly this one could have been a toss up for me, but they were such different characters it sorta seems like Revy is the foregone conclusion when compared to Mustang.
B10 Vegeta (Dragonball franchise) vs. B9 Hiko Seijuro (Kenshin)
I never saw DB and probably never will, yes I know Vegeta is super strong, but Seijuro really fits this description better for me.
Runner's Up Bracket 1C:
A31 Busujima (Psycho Driver) vs. C29 Rally Vincent (Gunsmith Cats)
Clearly I thought he was better than everyone else thought
D7 Gennousuke Kouga (Basalisk) vs. A17 Reiner Braun (Attack on Titan)
both great contenders, but Gennousuke has a cooler power than Reiner Calathan!
B32 Brandon Heat / Beyond the Grave (Gungrave) vs. B18 Leone (Akame ga Kill)
this is a no brainer for me, I hated Kill la Kill besides.
A22 Isaac Netero (Hunter x Hunter) vs. B14 Shinobu Kocho (Demon Slayer)
These are BOTH great characters, but for badass, I have to go with the old guy!
D2 Jiraiya (Naruto) vs. B8 Archer(Emiya) (Fate franchise)
this was a toss up, I didn't have strong feelings either way
B29 Gon Freaks (Hunter X Hunter) vs. C11 Lind (Oh My Goddess)
nothing in Oh My Goddess made me think of any part of the show was badass, Gon may not be the best example, but he always came though when he needed to and is just the better choice.

This was a tough one, but I'm giving Levi this round. Despite the world and events that he lives in, Levi never shows any fear or backs down no matter how desperate the situation or how big the challenge is. It's not to say that Kusanagi is any less capable than Levi, but I never once felt that she was ever in any situation in which I thought she wouldn't survive.
B3 Spike Spiegel (Cowboy Bebop) vs. B17 Father Anderson (Hellsing)
For me, this is more of a question of familiarity rather than who's the bigger badass. Plus, I haven't seen enough convincing arguments in Father Anderson's favor.
B4 Revy (Black Lagoon) vs. B5 Roy Mustang (Fullmetal Alchemist)
To summarize what others have said, compared to Roy, Revy is all badass all the time!
B10 Vegeta (Dragonball franchise) vs. B9 Hiko Seijuro (Kenshin)
Even though I've watched very little Dragonball and have seen all of Kenshin, I'm still giving Vegeta my vote since he was very much more rememberable than Seijuro.

I don't know if it is too late, but I have a BIG project due this afternoon and another one tomorrow... and I'm not ready.
Here are my votes, but to be frank, I don't have time this time around to add much comments. Looks like I would be last anyway, so I don't know if that matters. Thought I would try.

VERY tough choice here and I do agree with the coolness factor for Spike, but I still have to give it to Father Anderson.

I am very sorry everyone for not getting things up already. I'm even sorrier as I need to take this week off. So we're going to have a 1 week hiatus. We just got the new (used) car but have to finalize new insurance, turn in tags, and we're dealing with continuing house issues where we rent and a reality agent is comin today actually. Plus we have a follow up apt from our cats major surgery. And doctor appointments this week for us. Things are beyond crazy and busy here and I just need a week off while we run around like chickens with our heads cut off.
So this week will be a hiatus week. Any votes I will allow to be added or altered by anyone. I apologize again but I hope everyone can understand.

Guess I'll be the first to vote this round.
Round 3 Bracket C:
C4 Mikasa Ackerman (Attack on Titan) vs. C27 Fisher Tiger (One Piece) - Between previous arguments and votes I gotta give Fisher the edge.
C5 Integra Hellsing (Hellsing) vs. C26 Kiritsugu Emiya (Fate franchise) - As I've mentioned before Integra just oozes a badass aura to her. It's her confidence, swagger, attitude, and just set of brass balls that puts her over Kiritsugu here.
C7 Kenpachi Zaraki (Bleach) vs. C24 Batou (Ghost in the Shell) - Take everything about Integra, but then add in a completely over the top rush into danger attitude with combat. He has that same pure badass aura inside and outside of combat. His badass aura is literally part of his character and his power.
C10 Jin (Samurai Champloo) vs. C18 Homura Akemi (Madoka Magica) vs. C15 Nicolas Brown (Gangsta) - Nicolas is a bit of a watered down Kenpachi. He's got that same badass jump right in attitude in and out of combat. When he pulls out his wolfish grin you know he's about to dive into the fray. He won't stop until he's dead or unconscious.
Runner's Up bracket 2C:
A26 Moutoku Sousou (Ikki Tousen) vs. A23 Bang (One Punch Man)
C19 Kakashi Hatake (Naruto) vs. C34 Juzo Inui (No Guns Life)

Round 3 Bracket C:
C4 Mikasa Ackerman (Attack on Titan) vs. C27 Fisher Tiger (One Piece)
I haven't seen enough One Piece to get to the arc where Fisher Tiger appears and I honestly don't have the time or the inclination to watch that many episodes anyway, so this is all based on my watching of clips that I could find on YT. Perhaps my opinion would be different if I had been keeping up with One Piece and had seen all the episodes building up to his arc, but as it stands I just don't find him all that badass compared to Mikasa. There are a lot of badass characters in AoT and in my opinion Mikasa takes the cake.
C5 Integra Hellsing (Hellsing) vs. C26 Kiritsugu Emiya (Fate franchise)
I see Emiya as more of a powerful character than a badass one. Integra on the other hand, is hot shit, knows it, and acts like it. She has far more attitude than Emiya.
C7 Kenpachi Zaraki (Bleach) vs. C24 Batou (Ghost in the Shell)
I think both characters are pretty damn badass, I had to think for a long while before coming up with something to decide upon. Kenpachi has more of a badass aura in a way but I'm giving this to Batou because I take his character design and character in general a lot more seriously than I do Kenpachi's. Kenpachi's abilities and looks are a bit too over the top for me in this matchup.
C10 Jin (Samurai Champloo) vs. C18 Homura Akemi (Madoka Magica) vs. C15 Nicolas Brown (Gangsta)
I can easily set aside Jin as I don't think he can keep up with the competition. Yes he's a badass in many ways but he doesn't have the swagger or the attitude of either of the others. Plus he's also a fairly standard character--the classic ronin swordmaster like Kyūzō from Seven Samurai. Homura and Nicolas are much more interesting. I think Nicolas has the edge though. Homura is supremely confident, and she's certainly got attitude, but it's more cool and self-assured, whereas Nicolas has a lot more swagger and can be a lot more assertive.
Runner's Up bracket 2C:

C4 Mikasa Ackerman (Attack on Titan) vs. C27 Fisher Tiger (One Piece)
I still think Levi is the more badass Ackerman. Mikasa definitely has skill and aura, but at least Levi has a little more to him as a character. And Fisher feels like William Wallace level epic in terms of his leadership and principals, which I will definitely take over Mikasa.

Similar to Mikasa v Fisher, I feel this is another case of leadership and swag outdoing skill and aura. That kind of intangible quality is way more impressive to me and a lot harder to effectively write into, otherwise, under-powered characters.

C7 Kenpachi Zaraki (Bleach) vs. C24 Batou (Ghost in the Shell)
As much I love Batou, he's a little too reserved in comparison to Kenpachi. I know I keep referring to Kenpachi's "overflowing power" trope, but he's honestly the only person I can ever remember as being that way, off the top of my head. I see him as a carbonated bottle of pure fighting energy that fizzes infinitely, unless you put a lid on it. That's literally how he is with the eye patch. It's freakin' nuts to think how non-stop powerful he can be.

Having finally watched Gangsta, I am really bummed the anime stopped on a huge cliffhanger and that Studio Manglobe went bankrupt and shut down before they could ever finish. But at least the manga is still going, so I gotta' track that down, soon. Needless to say, Nico has ton of ferocity, probably more than the other two combined. I also think him being slightly off his rocker gives further advantage in the swag department.

C4 Mikasa Ackerman (Attack on Titan) vs. C27 Fisher Tiger (One Piece)
Seems like a tough choice, but I have a thing for strong women which pushed this to Mikasa. She was always the strong one for others, standing up for Erin when they were little in the face of bullies and she never lost that trait in the face of overwhelming odds.
C5 Integra Hellsing (Hellsing) vs. C26 Kiritsugu Emiya (Fate franchise)
Again, a love for strong women makes Integra the easy choice. Every thing she says and does oozes strength and confidence and power, it's electric in her!
C7 Kenpachi Zaraki (Bleach) vs. C24 Batou (Ghost in the Shell)
I kept going back and forth, they are similar in some ways and different in others and I honestly just picked one. They are both great characters; Kenpachi is a strong fighter, a great leader and just edged out Batou for me.
C10 Jin (Samurai Champloo) vs. C18 Homura Akemi (Madoka Magica) vs. C15 Nicolas Brown (Gangsta)
honestly don't love any of these characters for this title and picked the least objectionable to me.

Here are my votes for this round:
Round 3 Bracket C:
C4 Mikasa Ackerman (Attack on Titan) vs. C27 Fisher Tiger (One Piece)
What Mikasa does seems more impressive to me, especially when compared to most characters from her show. She fights against giant monsters as a mostly normal human, generally without showing fear or hesitation. While Fisher Tiger has impressive resolve, at the same time there are lots of characters in One Piece who seem as powerful as him, many of which are quite badass in their own right.
C5 Integra Hellsing (Hellsing) vs. C26 Kiritsugu Emiya (Fate franchise)
I still don't really know much about Kiritsugu Emiya, since I've only watched a small portion of the Fate franchise. Integra, while maybe not the most badass character in her show, nevertheless has the attitude I would expect from a badass. No matter what she's up against, she always seems confident in herself and her organization's ability to win.
C7 Kenpachi Zaraki (Bleach) vs. C24 Batou (Ghost in the Shell)
While I think Batou looks pretty badass, he doesn't really impress me that much. He seems to lack the sort of presence that the really badass characters have. I just don't picture his enemies quaking in their boots, and I don't really see him as the kind of character who shrugs off danger. Kenpachi Zaraki on the other hand has that sort of presence and brazen confidence in his abilities.
C10 Jin (Samurai Champloo) vs. C18 Homura Akemi (Madoka Magica) vs. C15 Nicolas Brown (Gangsta)
I've not seen Gangsta, so I eliminated Nicolas from my consideration for that reason. While I certainly would consider Homura a badass in some respects, I don't really see her as badass in all respects. She has the determination I'd expect of a badass, but not really the attitude I'd expect from one. Jin strikes me as more badass in terms of his combination of fighting skill and confidence in that skill.
Runner's Up bracket 2C:
A26 Moutoku Sousou (Ikki Tousen) vs. A23 Bang (One Punch Man)
Bang is fairly badass, so he gets my vote.
C19 Kakashi Hatake (Naruto) vs. C34 Juzo Inui (No Guns Life)
I'm voting for the character whose show I've seen.
C23 Mamoru Takamura (Hajime no Ippo) vs. A24 Ains Ooal Gown (Overlord)
Once again, I'm voting for the character whose show I've seen. But also, I think Ains is pretty badass.
D26 Shizuo Heiwajima (Durararara) vs. B25 Jean Jacquemonde (Spriggan)
As I've mentioned previously, the Spriggan characters didn't leave a lasting impression on me. In fact, I think one reason I didn't like that anime very much is because I found the characters to be boring. So Shizuo gets my vote as being at least somewhat badass and a more memorable character.
