Is anyone who watched the episode in question surprised by this?
I will have to get that T-shirt, for sheer perversity's sake. (I tend to love shirts that look innocuous at first glance but have alternate meanings if you geek out enough over the subject matter, and this is right up that alley.)

Nope, not one bit! That episode was one of the most obvious cases of fodder for geek merch which I have ever seen. You could wear that shirt essentially anywhere and nobody except a fellow fan would have any clue what it meant.
I also think this is one of those cases in which the censorship and the cancellation drama ended up drawing more attention to the show than it otherwise would have gotten.

I always find it hilarious that licensers and streaming companies commit to streaming Interspecies Reviewers when the obviously knew nothing of the content.
Goes to show you: Do the research first.

While I agree with you in general I do think it's worth pointing out that the anime ended up being a lot more risque than the manga. Read the manga. There might be a page or two of scantily-clad ladies in each of the chapters but the majority of the content is humor and the majority of the art doesn't feature anything lewd. In fact, I can't think of a single explicit drawing in the entire 38 chapters of the manga which I have read. Yes, the humor is sexual of course, and there is plenty of "dirty language", but there's no truly graphic content. The anime, on the other hand, devotes several rather detailed and highly graphic minutes to a scene which gets a single page in a manga chapter. I can easily see someone "doing their homework" by reading the first volume of the manga, concluding that it pushes boundaries but isn't excessive, only to be very surprised what they actually got when the anime was finally complete.
