Most character intros aren't particularly impressive. A short set up of their basic personality, name, ability, and that's about it, but some practically explode onto the screen and pretty much steal the spotlight the moment they show up. So which character intro is your favorite?
Keep in mind that a character intro is not always the first time a character appears or is mentioned (Knives from Trigun would be an example of a character we hear about and catch glimpses of before we're officially introduced to him in episode 17), but it's the first time you get something more concrete about who they are.
Azumanga Daioh: Mr. Kimura: His intro is IMO one of the funniest scenes in the entire series. Just one well-timed line sets up his character for the rest of the series, especially how that line comes out of the blue.
Magical girl Lyrical Nanoha A's: the velka Knights: They get a spectacular entrance in a very intense battle with Nanoha and co. Very well established as a convincing threat and menace to our heroes.
You're under Arrest OVA: Natsumi Tsujimoto-- the chase scene between her and Miyuki sets up her character very well as a somewhat irresponsible and immature woman, but at her core is a very kind soul. Just by her actions during the chase, I felt I got a strong understanding of Natsumi. Of course she gets more development later on, but this is a good start.
Golden Boy: Kintaro Oe: I love how the anime makes him seem almost like a complete buffoon with his perverted actions which is a big contrast with his true nature.

Seijuro Hiko from the Rurouni Kenshin OVAs, he's just walking along and the music is perfect, the dialogue is great and than he arrives on the scene and proceeds to cut people apart fluidly. what an entrance.

It's funny that you mention RK right off the bat, Westlo because my first thought was Sonosuke's badass entrance as Zanza the fighter for hire. Also, Kenshin's entrance because he gives Kauro that mysterious smile.
I also really like the way they introduced Ed and Al in FMA. They did the whole serious back-story and then we instantly hone in on the totally realistic/funny/stupid brotherly fight they are having in the desert.
And let's not forget Lucy from Elfen Lied

One of the most memorable character introductions I've ever seen belongs to Juna from Arjuna, with her immortal opening line "One hot summer day, I died." Even though the first few episodes of the series make her out to be kind of silly and immature, there was a certain nobility about that line that made me respect her nonetheless, and it really set the mood for the whole anime.
Also, you have to love the initial entrance of the tachikomas in Ghost in the Shell: Stand Alone Complex 2nd GIG, when they pretend to have gone back to being mindless robots just to screw with Batou. His reaction was priceless

One of my favorites would be the introduction of Alucard in the Hellsing anime, be it the TV series or the OVA. He's come to collect, keeps his cool, even when he's shot to bits and pieces by a horde of ghouls. Fortunately Alucard powerful enough that he's not one to be manhandled by machine guns, so he uses his powers to resurrect himself and then kill all the ghouls and the vampire trying to kill him. Not to mention that he makes Seras his apprentice.

The first time we see Tuxedo Kamen, standing in the window with his cape flowing in the air.
Okay, fan-girlishness over, one of the really memorable ones was when we first meet Alex Row of Last Exile. The Guild ship is attacking Claus and has Al in it's grip then BANG! It stops moving and the scene changes to Alex lowering his rifle.

Kyo in Fruits Basket has a good introduction. He comes crashing through the ceiling, looking for a fight. But instead, he creates a situation where Tohru stumbles into him, hugging him and revealing the Sohma secret. That scene establishes a lot about Kyo's character.

Well, if you are going to mention that one, you've GOT to mention Hatsuharu's. Visualize this: Hot guy, white and black hair, several earrings, goth necklace, long white coat, goggles. Girls are looking, giggling about how HAWT! he is and then he rides away...on his bicycle, bell ringing!
Now THAT is an introduction!

Ryoga Hibiki in Ranma ½ episode 7. In the opening scene he's just a lone cloaked figure walking through the desert. After some time he ends up in Shikoku but thinks it is Tokyo. After stopping a rampaging boar with his umbrella he asks for directions to Furinkan High School and is then corrected. Afterwards there are clips of him going all over Japan looking for Tokyo and even ending back in Shikoku. He's so lost that when he is eventually standing in front of Furinkan, actually right in front of the huge entrance sign that says 'Furinkan,' he stops someone to ask for directions.
When he is finally introduced he reveals that he's been chasing Ranma since junior high because he missed their appointed fight. Ryoga showed up at the appointed place, the empty lot behind his own house, 4 days late because he got lost wandering all over Japan, and was pissed that Ranma had the gall to not still be there. Love that episode!
I really love great character introductions, and can probably name more than a few off the top of my head, but this one came to mind immediately when I saw this topic and after some thought this is truly my favorite, probably because of the absurdity. Funny that Ryoga is not even one of my favorite Ranma characters, but it doesn't stop this episode from being a ridiculous introduction. Ridiculous in a good way, of course.

Asuka Langley Soryu's entrance in Evangelion is very memorable to me. You see her dress and scarf fluttering in the wind as she says her name in this very dramatic way; you can tell that Asuka is indeed a very proud character right away. I always have the scene in the back of my mind for some reason.
Haruhi Suzumiya's entrance was also very iconic; when she declared she wasn't "interested in ordinary humans", I knew that she would certainly be an interesting character.

In my attempt to think of a character that has not been said from my very limited collection of seen anime, I thought of Nagato Yuki from The Melancholy of Haruhi Suzumiya. I mean at the end of episode 2 and the beginning of episode 3 (chronological order), when she invites Kyon to her apartment. Before that, I didn't know just how supernatural/sci fi this show was, I only knew that Haruhi could somehow affect reality.

Strawberry Panic, Shizuma:
Nagisa is lost, and is walking through a piece of the forest. then she meets Shizuma, she looks absolutely amazing, and then she tries to kiss Nagisa instant. perfect introduction ^^

An entry that really stayed in my memory is Nagisa Kaworu from Neon Genesis Evangelion. Just as thing seem utterly hopeless, and Shinji is at his most lonely , staring at the setting sun on the ruined shore, Kaworu appears happilly humming to himself and strikes a conversation in which he befriends Shinji almost immediately. The contrast of Kaworu's serenity and the destroyed city plus the strong visual impact of the sundown reflected in the ways make this a very impressive entrance of a character that ends up being crucial

Hmmm... my theory... says....
Everyone from Clannad has had a majorly awesome Intro.. xD... SERIOUSLY!! those who haven't watched it must find out for urselves... >->... except for those who don't have a good outlook on the series (I will challenge u... or not... =-=)...
Hopefully we keep seeing aweshum intro's from all animes!! or else i won't be impressed!! >=o
