Most of the work will likely be on the post production side.
There are more scalable tools that can scan and scale vector line work where animators are concerned. So as far as the actual animators, this might not be a big issue for them.
The issues may come where background art is concerned as even with scanning background paintings at higher resolutions, the demand for more detail will still be necessary, so I can see background artists having to paint at larger resolutions.
So the most investment will have to go into stronger computers and rendering, which would mean a big overhaul/updating to the pipeline hardware so that everyone can work efficiently.

Now, are they going to put as much effort into making a good, coherent story, too? Because in the long history of experimental projects (anime or otherwise, including Production I.G's early own), that has far more often taken a backseat…

OK so this all sounds good to me, but I am lost on what exactly of note is happening. We already got Belladonna of Sadness in 4K, sure this is being done natively in 4K. Won't this be just like before only working at a higher resolution, so aside from having the DPI at a higher level what difference will there be to production?
Also when they say Hand-Drawn, does anyone know if they just mean hand-drawn animation or are they alluding to something else, because they never usually advertise a show as being hand-drawn, only if it has something like hand-drawn mechs. So it it seems a bit odd.

This is true. One can easily recall stuff like the original Blood the Last Vampire. But I'm largely okay with that if it's serviceable and stylish enough. Some style over substance films can be very good in their own right. I guess it would depend on what Netflix wants...
Also usually proofs of concept could also later be turned into full length projects. Though I wish the Blood anime series maintained the horror aesthetic of the OVA.
Speaking of Netflix, it'll be interesting in seeing how their adult animation anthology 'Love, Death + Robots' works out. If it was successful enough for Tim Miller and David Fincher, it'd be awesome if they extended the same leeway towards Japan and gave Katsuhiro Otomo, Studio 4C, Gainax, Khara, Trigger and others a chance at other anime anthologies that push the boundaries of experimental animation. Then we'd get more stuff like Robot Carnival, Memories, Short Peace, Genius Party, Animatrix etc.

I believe the difference here is that whereas previously old school anime on cels and film can be scanned and uprezzed and digitally cleared up and enhanced for 4K restorations, here we have a project made in 4K resolution from the ground up.
I also presume that by 'hand-drawn' that I.G. doesn't mean 100% hand drawn, but rather that the characters will be 2-D animated, as well as painted backgrounds for the most part, but there will still be CG used where necessary for special effects, even CG with hand-drawn assets and textures. At least some of those stills in the article convey that idea.

huh, I thought Gundam Thunderbolt was the first true native 4k anime? And what's HDR means anyway? I'm kinda confused with these techy terms.

HDR (High Dynamic Range) is essentially better contrast, particularly whites and blacks.
Like looking at white clouds - instead of the video just showing big blobs of white, your eyes see a gradient of different whites (a range of white colors) that you can actually separate the clouds in a clump.
Or like looking at a dark forest and, instead of just a big black hole, you see different shades of black and can actually see outlines of objects in the dark.
Your eyes can see these extra ranges of whites and blacks, but videos' ranges are more limited - and that's what HDR now provides videos to see what your eyes can see.

Hopefully it turns out well. Production IG usually does good work and doesn't attach themselves to shit show product. The tech specs... I wonder if they'll actually amount to much other than that now you don't get any upscaling issues when watching on a 4K monitor.
