That facility better be nice and earthquake proof although it's probably best to store and preserve these material in a cave like how film is in the US. They also should start digitizing materials in Japan for future generations.

They make it sound like it's the fault of foreigners that these things somehow end up on eBay and Yahoo Japan Auctions, which then get purchased by foreign collectors. Even though its game-related, someone managed to purchase the cels from when Xebec did the anime cutscenes for Mega Man 8 because those cels somehow ended up in a box at the Fanimecon swap meet.

Pretty ridiculous. There must have been zillions of these cels made and most of them were just getting thrown away.
The majority of cels are of no interest to most people. They're often minor characters from animation nobody remembers any more.
I know this was 18 years ago, but I was buying Fist of the North Star cels for 100~500 yen. I was really shocked at how cheap cels were in Tokyo. (I'd previously seen some guy trying to sell a FOTNS cel of a nobody thug character for hundreds of dollars back in the States.)

As someone who has bought a few anime cels this is unfortunate news. I could almost understand doing this for someone like Osamu Tezuka but doing this for all anime and manga is crazy. Anime is a business and if this law passes it is only going to hurt it.

Wonder if the Japanese government will give fair market value for the anime cells they take. I am all for preserving art, but taking everything sounds like some serious over reach there, and maybe a loss of revenue for those anime companies that make cells available for sale.

They should be concentrating on film preservation rather than tracking down individual cels. Older series need restoration and new prints struck. And don't get me started on the need for digitalization.

While I do not think this is the best solution. It is not a bad thing, it is hard for them to preserve Cels if they all go to collectors abroad. And having them in a museum for everyone to see, is better than them being kept in some Otakus house is some random part of the world, and then their family chucking them out after they've passed away. Sure they may have discarded of them in the past, but back when Cels were in use, after a show was over, they were more unneeded production pieces than artefacts.
As Ojamajo LimePie said, concentrating on film preservation would be a better thing to do.

How does preventing the foreign sale of anime cels help the production of anime? No matter how I look at this it would be a negative for companies that produce anime since it would decrease the sales price. Also the vast majority of anime cels are never going to be shown in a museum.

And you know those are going to mostly be the good cels, no collector is owning a random hand.
As I said I do not think it is ideal, but at least they can retain whatever important cels are left there.

Did they say they want ALL of them? I didn't see that in the article. I feel like they'll just take the best ones and let companies sell whatever else. Which means that the most valuable ones will be in the museum, while whatever no one cares about will be sold for dirt cheap or tossed.
I like the idea of having a museum where I could go to check this stuff out on a visit to Japan, but I don't like the idea of the government strong-arming companies into giving them up(even if they pay for them, I doubt it'd be as much as they could get from collectors), nor from making them unavailable to collectors who have the money and want them.

This seems like a ridiculous "fluff" proposal by someone just trying to grandstand. The obvious question being "What's the POINT?" Anime "cels" are pretty much non-existent now with the move to digital and the cels that do exist are either "safe" or "gone". I mean, it just seems like the ship has sailed on the idea of keeping the best stuff "secure". I think the idea for the center is nice and all, but for physical materials they'd just be looking for donations anyway.

And this is f*******g horrible. As a collector of old school anime merchandise, I hate the idea of not being able to buy nice cels and valuable manga materials in specialist stores like Mandarake or online anymore, just because some bigot thinks they need to be out of foreigners' hands. Well, too bad, but us foreign fans have the exact same right to collect anything valuable to us for whatever reason. Hopefully this bill never passes.
