Well there's alway this place, The Encyclopedia, which happens to be conveniently located at the top right of your current screen.

I tend to monitor activity from various forums -- see what the buzz is all about -- then turn to Wiki to find a synopsis.

Back when this season just started, there was an article posted on ANN about the new series that were released this October, such as Shakugan no Shana II, Genshiken 2, etc. Each anime had a synopsis and a review. Since it's the first time I saw such article, I'm not sure if ANN does something like that regularly.

More specifically, if you go to power search, then select sort by date and check invert sort it will give you a list with the most recent anime right at the top. For more detailed info, I suggest checking out some blogs or something. Theres probably a lot of guides to this seasons anime out there.

I think that ANN does it at the start of every new quarter.

Well, ANN doesn't do that feature for EVERY season. Taking a look at their feature archives, they most often do that feature for the spring and fall seasons. Summer previews are far less common, while winter previews are practically nonexistent. Those articles come out about a week or two into the season, though, so they're more "first impressions" than a list of upcoming releases.

And a lot of blogs do give season guides, and so do a lot of forums (or fora?). Very Happy

A lot of blogs consistently provide preview guides every season that don't go much into depth but cover almost all the shows of the season. The one I use frequently is RandomC.

The ANN one, while being pretty well written and does more than a simple highlights with reviews of the episodes aired to date, is incomplete. Since they do a more thorough job than some places and have actual staff(they're paid for even something like this correct?), not just random people blogging, they don't get to EVERYTHING new.

I asked this same question back when ANN did do their 2007 fall review and here you go:
