I'm probably wrong, but the only character I can think of with an ungodly amount of long blonde hair is Mokuren from Please Save My Earth, and I do know that she shows up in the anime for at least some amount of time (and the screenshot leads me to believe it's an older anime, so, worth a guess!)

I only watched that OVA once 15 years ago, and all I remember about it is that it was bad and that the plot was different than the manga and TV series.
