Most likely that’s what it means. It sucks that stupid brain dead otaku bait shows are what’s most popular. This kind of crap doesn’t leave much room for original stuff to be made. After all why take a risk on something new when you can just shovel out the same old crap that people cant seem to get enough of.

It would be cool if "Fan-focused titles" was specifically code for Lucky Star, but I couldn't find any list of specific titles in that report.
I see they specifically mentioned Heroes as a TV series that's doing well on DVD in Japan.

And there were doomsayers, claiming that anime failing in the west would cause the fall of anime in the east. I'd say this is proof of the falseness of those statements.

Oricon DVD sales figures show that My-Otome Zwei OVA Vols. 2-3 and the Rozen Maiden ouvertüre Special have sold well in Japan during the first half of 2007.
According to Oricon data, My-Otome Zwei averages more DVD copies sold per volume than My-HiME and My-Otome.
Also according to Oricon data, the limited edition of Rozen Maiden: Ouvertüre has sold the most copies of any Rozen Maiden DVD in Japan.
Although released in the second half of 2007, Oricon DVD sales figures indicate that ARIA the OVA ~ARIETTA~ is the bestselling of all ARIA DVDs in Japan so far.
