Er... In anime, voice acting almost always done AFTER the actual animation is complete (or at least close to be complete).

This. Which is why I consider Japan's anime voice acting as "dubs." They still dub over their anime (rarely prelay) and they don't mind it not syncing as much as English dubs do. However, they do have the advantage of redoing the mouth flaps if the lip sync turns out really bad.

Prelay work in anime is quite rare, as RANGIT says -- reserved for movies and other occasional high-budget productions. If you see any disc extras showing recording sessions, they're recording along with the finished animation or maybe rough-cuts/storyboards. The advantage Japan has is that they've conditioned viewers not to expect perfect lip-synching, so they can get away with minor mismatches.
