Been playing Digimon Cyber Sleuth, I'm really hoping Bandai will release this one here in the states.

Man, it is a worse decision to include Xros Wars Digimon because it is different than your usual Digimon, but again Digimon Frontier is special too because Agunimon is a human spirit type Digimon.

They could just assign them levels. Xros Wars didn't follow them but you can still figure out the tiers.

Nah. It's actually fairly easy given that they do have levels, just not for the Xrosses. You could easily make Shoutmon + Shoutmon X2 child-levels, X3 (and its variants) Adult and X4 (and its variants) Perfect levels and topping it off with X7 (and its variants) being Ultimate level.

OmegaShout and ZekeGrey are pretty obviously Ultimate level by themselves.
