Will it just be a DVD? There's no BluRay in Japan as far as I know, and we know AnimEigo isn't into actually doing the restoration work.

You would think that an anime licensing/distributor company that has been around since the late 80s would now opt to get new licenses and not re-license/re-release a title that they have had for this long.

You're way off on that. Robert Woodhead has stated at his recent con panels that the next goal of doing these Kickstarters is to help give titles their first ever BD releases by doing the remastering themselves, and AD Police Files is the first one to do that.

Its a business. Like most businesses they try to sell stuff they think people might buy. As has been mentioned in Answerman articles there has been bidding wars going on lately for anime licenses and I quite doubt that Animeigo has the same deep pockets as an AoA or Funimation to compete with them. Plus, there's a niche for older anime, so in one sense they are trying to carve out a space for themselves. Kickstarter, probably uses less upfront costs for Animeigo as opposed to burning hundreds of DVDs or BDs that no one might buy.
I'm not interested in AD Police, but I'm happy for anybody that is. Now if they put out a complete Yawara! I'd definitely bite.

I'm not sure this is the only reason, but one nice thing about kickstarter type campaigns is it helps them judge the potential demand for their project. It's not just about raising the funds, it's also about finding out how many people are willing to pay for the new product. It's far less risky to run a kickstarter campaign and see what happens rather than taking the risk on producing a bunch of discs that might not sell.
