I too wonder "it would be difficult to secure the neighborhood's safety". What are they worried about, noise complaints? I think a truck carrying man boxes of cupped ramen in a neighborhood would be less of a danger than if it was a truck carrying chemicals.

Overcrowding, rush-to-the-register, backstreet mugging, those kinds of things, perhaps?
