I wonder how the stage effects will handle Luffy's stretching powers.

I saw last year's show.

The actress just punches like normal, but then the sound effect for his stretching happens, and the enemies go flying.

It was quite entertaining, especially since they had the anime cast do all the voice work.

You meant the "actor", didn't you? Wink
Anyway I saw the show last year too (the spring one with Ace), and I wish I could attend the new one, as the huge ASL fan I am!

At any case, if things haven't change, I don't think it's necessary to buy the park base ticket too, to see the show, since if you only have the ticket for the latter you'll simply have access to the Universal Studios park late in the afternoon, around half an hour before the shows starts, if I remember correctly.
I still think it's better to get a base ticket for the park though, to have time to enjoy the side One Piece events, and if you can (it's expensive though) you could try to reserve a place in the Sanji restaurant too, since other than eating there it hosts a mini event too with actors. I couldn't go there last year since it was sold out, hence it would be better to reserve in advance (I went to the other One Piece themed restaurant instead--the food was decent compared to the high Japanese media, but I got the cute giant mug at least ^^ ).
