Because the series takes place at a high school and the lead is 14?

This is no different than any other merchandising effort. Whether is is Japan or Hollywood.

Also, it must not be forgotten, that all the kids that watched the original Sailor Moon, are now adults who have adult incomes. So they have the discretionary income to buy into a little nostalgia.

I think old fans of the show (primarily female fans) are the intended market.

Exactly. The intended market for these products seems to be female fans with disposable incomes. Some fans of the original series are so old (relatively speaking), they are now watching Sailor Moon Crystal with their daughters. Anyone thinking that this lingerie line is aimed at fourteen-year-old girls are clueless.
