It's only that issue that's banned, and yes that's the reason:

  • The government says Allah should be exclusively reserved for Muslims because of concerns its use by others would confuse Muslims and tempt them to convert.

    The ministry said Allah is holy for Muslims and warned that such irresponsible use of the word can provoke the community and threaten public safety.

    “The Ultraman character itself is not banned and only this edition is prohibited,” the ministry said.

    Religious tensions have been high in the past five years after the Catholic church went to court to seek the right to use Allah in its weekly newspaper.

    A lower court last year ruled in favor of the government, which the Catholic church has appealed to the country’s highest court.

Yeah I heard about this when I got my daily email from Japan Today and saw the article title about this. I can understand why they did this.

One simply wonders why the translators couldn't just change "Allah" to, say, any other term that implies a significant amount of respect.

This is partly what localizations are for, aren't they? Confused

Yeah, I wonder that too, unless if it's a image of allah then I can understand why they didn't just edit it out.
