When anime go to other countries outside of Japan in other languages the characters lip movements change because of what there saying in other languages?

Attempts may be made to match the script and dialogue to the lip flaps, but they don't change the actual animation.

The lip movements do not change. The way the lips move can be used for ( I think ) 6 different languages so it doesn't look too off.

...and there was the whooshing sound of a number being pulled out of a... ehm... hat. Don't make up spurious facts. The lip flaps will never perfectly match anything, and if anything, efforts are simply made to have the dubbed text adapted to match the lip flaps.
