There's another English dub that never took off in America. It aired in Europe. The ANN encyclopedia has some information on it.

I happened to watch an episode of Shin-chan at a get together with some anime club buddies, on Adult Swim last night. I actually found the show funny at times and mildly entertaining and thought they did a good job with the dubbing. It's just the show itself is so hard to swallow for typical anime fans, with the unusual, sketchy art design, in-your-face toilet humor and the dysfunctional-family-sitcom feel to it. But the dub cast does include big names such as Monica Rial, Carrie Savage and Chris Patton so I can see that Funimation wanted to put alot of talent into it.

Oh btw my first exposure to Crayon Shin-chan was through KIKU-TV when I lived in Hawaii and I was pleased that Hawaii stations were doing general broadcasts of popular anime shows, but I still just couldn't get into CSC.
