Chapter 4 was practically one long cut scene. The first time I played through I watched the whole thing, but they really didn't need to drag out Naruto and Kushina's meeting, especially since most player are already familiar with Naruto and most of the important plot points.
It is a better game compared to the previous titles in the series, but being able to activate awakening immediately with certain characters is a little too overpowered. Whenever I play online, most of my opponents choose Guy or Lee, jump into awakening, and then beat my character senseless all within a matter of seconds. One of my favorites from the last few games was Deidara, but he was toned down in this game (I assume because so many people complained about how 'cheap' he was).

Bad framerate issues and ridiculously long cutscenes (I felt like i was watching the anime in slow motion at times), along with an unnecessary amount of loading times.
Just a few of the things wrong with this game.

Meh... I fell off the Naruto bandwagon a long time ago (it's a shame that I got all the way through the first series only to stop caring about 50 episodes into Shippuden). At least the series still turns out solid Ultimate Ninja Storm games.

The framerate issues are far worse for the 360 version of the game. The PS3 version has very little to none, thanks to a minimal hard drive installation. I got Storm 2 and Generations for the 360, but went ahead and got Storm 3 for the PS3 even before my initial concerns for the 360 version were pretty much confirmed.
As far as why the game's story is slow, the volumes of manga material the game covers does have a lot of heavy dialogue, so I'm not surprised at all. Not to mention the game literally stops at the worst point in the 4th Great Ninja War when the action is at DBZ-like levels. You can't help but feel that at this point that Cyberconnect2 is milking the series until its eventually finale. I'm hoping that CC2 can give the rest of the story arc via DLC like they did with last year's Asura's Wrath, but it would likely make more financial sense to develop a Storm 4 for next year with an expanded character roster.

Its not the dialog i have problems with, its all the unnecessarily long camera panning and pauses where there is no dialog. I swear the useless padding in this game is even worse than one pieces'.
I kept wanting to be able to fast forward to get to parts i like, but i either had to sit through all of it or none of it.
