I'm not sure why, but the new title is a far better translation of the Japanese title "Black Jack ni Yoroshiku!" than "say hello".
The english title being on the japanese volumes was probably just more flavor text and something that wasn't thought through very well.
- Note "ni yoroshiku" can mean "say hello" or "give my best" or "give my regards" equally but in this story's context "give my regards" is definitely the best translation.
