That's "Ofcom" not "Offcon". Also here are a couple of related URLs:

So now 4Kids is spreading its evil to the UK? All right, I'm calling Bush and telling him to send the entire U.S. military forces on a full-scale mobilization to the 4Kids building in New York. Time that Al Khan paid for his crimes.

Hate to say it, this is nothing. Just don't let the europeans watch it.

The thing that really made me hate 4Kids now though was the fact they made Sega give the pink slip to all of the original Sonic voice actors and replace them with the anime dub's.

Not with their own channel they haven't. But you're right they are spread out on the other channels. I wonder how the licensings will work for those now. No more Pokémon and One Piece on Toonami. No More Pokémon and Yu-Gi-Oh on Sky One.
