I think there's some confusion for the game release.
Steins;Gate was released on the xbox first, then it was released on the pc. The fandisk has only been released on the xbox and now it has the psp and ps3 ports. There's no pc port for it though, and most likely won't happen much how like the fandisk for Chaos;Head has no pc port.
Anyway more platforms for the series is always nice but why are they porting it to the ps3 at this point? It's been out on the xbox for a while along with the pc. If someone really wanted to play they game they would have gotten the pc copy ages ago.

Just checked the iOS app store. $35.99 for the game, but Japanese only, which is odd since the description page is entirely in English.

Because there are only 12 people in Japan that own an Xbox 360... which leads me to wonder why this game was even released on 360 in the first place.

Indeed. However, I think this port is in anticipation of a potential second wave of popularity that this game may have due to the successful anime series, and upcoming film.

Because it was the platform of choice for companies to port/develop VNs and shmups. The 360 is sort of seen as the otaku game console in Japan. Of course now, for the companies who supported the 360 will branch out to other consoles (notably the PSP since that's extremely popular in Japan) to make more money since there is only so much you can make from the install base in Japan.

Also, not everyone is a PC gamer. It probably cost very little for 5pb/MAGES to port both Steins;Gate to the PS3. It's pretty much extra money for them at this point.

From what I understand, the retail side is phasing the 360 out (they don't want to carry software for much longer), and niche interest alone can't reverse the trend. Publishers are now trying to lure otaku to the PS3 via ports and multiplatform releases.
A similar thing happened when the Dreamcast died, and the PS2 took over as the niche gamer's system.

I think that's an exchange rate issue.
I would've agreed about high prices in previous years. However, the cost of a Japanese game hasn't really changed over the past decade (and it's typical for the retailer to discount several hundred yen on a pre-order), whereas American MSRPs have risen by $10 each console generation. If not for the exchange rate, I'd say that the markets are more or less in line with each other when it comes to price.

How could the Xbox not do well in Japan? What's there to hate about it besides the Red Ring of Death?

Welcome to the expensive world of Japanese physical media. It's not just anime that's expensive, it's media in general.
And, as TJR mentioned, the current exchange rate doesn't help at all.
