See, this is the way to adapt an ongoing Shounen story. Two-cour is a long enough season to get a significant amount of story across, but short enough that you don't feel tired/burnt out. And having one such season per year helps prevent the Anime from catching up too quickly on the Manga.
The way Bleach and co. do it (having the show air year-round) is good for business, but it isn't good for fans.

It's the same thing NHK did with Major (which was also directed by Kenichi Kasai, at least in the first 2 or 3 seasons), and it worked really well. I hope they keep renewing Bakuman for a 25-episode season every year until the manga is over.

This. I hope this method is successful and they try it with more shounen series, rather than doing a Bleach/Naruto/One Piece/Detective Conan on everything...

When it's an episodic show, fillers don't really matter.
As for nekketsu based anime, fillers are fine as long as they're clearly separated from the manga based episodes. One Piece used to do that very well with small filler arcs (and some of them were even enjoyable) between the longer manga based arcs. It (the anime) got worse in that regard when they decided for whatever reason that it would be better to have barely any filler episode and just stretch everything a la DBZ (though it's not as bad thanks to the relative density of One Piece chapters).
