No, that's not it. Here's the quote again so people don't have to switch between pages.

Could that be L from Death Note speaking to his Kira Investigation Team, possibly in response to Madarame voicing the opinion that supernatural forces might be at work here?

Correct!! I'm actually really surprised that quote lasted that long. The part it's from is when Light has lost his memory, and L is explaining the two options of what could have happened. Either Light/Kira willingly transferred his powers or some Great Supernatural Being bestowed and removed them, controlling things behind the scenes.

Hrm, sounds like Kuroneko to Kirino, from Oreimo. when they argue about their (favorite) genres of anime. Kuroneko is dissing Kirino's taste of the Mahou Shoujo genre.

I remember now. It took a while, but it came to me. I think seeing mention of the show on another thread helped jog my memory.

Character A: Holland Novak
Character B: Axel Thurston
I don't remember the situation exactly, but I believe this was an exchange they had right at the beginning of the series.
